Palmerston North City Council, like many local government organisations, faces a raft of tech and data challenges. They can be tackling legacy systems and complex public records and data management while navigating a tight local talent market, budget and resource constraints, and the need to ensure a great return on any investment. However, one thing they’re not short on is ambition: the Council's vision for Palmerston North is for every resident to be able to enjoy the benefits of living in a small city, with the advantages of a big city. To support this vision the Digital Services team is on a mission of continuous improvement, reviewing, simplifying and updating the Councils’ technology and data management systems to improve the experience for everyone who calls Palmy home.
Nodero has been a strategic technology partner of Palmerston North City Council since 2018. The Council first brought in Nodero to help bolster their internal team with technical expertise and accelerate a range of projects. Once onboard, the Nodero team, who thrive on problem solving, rolled out a range of smart initiatives and, over the last few years, have continued to help fast track business simplification projects and spearhead innovative new ideas.
Our work with Palmerston North City Council has included a wide range of services, including providing ongoing professional services, conducting business analysis for various projects, providing ERP and data migration expertise, supporting hackathons, embedding web tools within the organisation’s content management system, and implementing a range of digital solutions. The Enterprise Resource Planning (ERP) platform migration project from Ozone ERP to Civica Authority Altitude was an illustration of Nodero’s ability to manage complex data and systems change and deliver on time and on budget. This significant project involved a few key elements, such as migrating data smoothly between systems, revamping old applications, crafting custom reports, and reformatting outputs for user-friendliness. Although brought in later in the project Nodero, working collaboratively alongside the Council’s team and the vendor, held to a revised schedule and delivered the project on time with few data hiccups.
The Weighbridge Project is a greenfields modernization of an outdated and cumbersome MS Access application. The old system was difficult for staff to use and hard to learn, leading to inefficiencies and frustrations. Data was stored locally, making it nearly impossible to integrate with modern data processing systems. The new application not only preserves all essential functionalities but also centralises data on waste and recycling, aligning with Palmerston North City Council’s modern data strategy.
Nodero’s solution uses modern JavaScript frameworks (Electron with React) to deliver an intuitive, easy-to-learn desktop application that interfaces with necessary hardware (the weighbridge and thermal printer). This modernisation has not only streamlined operations but also empowered staff with real-time access to data that was previously isolated, strengthening decision-making capabilities for how the city manages waste and recycling. What's been great about this project is how creative the team has been in finding a workable solution, with both the Council’s tech folks and Nodero's team collaborating closely to solve the technical complexity of the challenge.

What’s helped cement our ongoing relationship is the genuine collaboration and true integration of Nodero’s technical talent into the Council’s own team. Since 2018 we’ve had more than a dozen of Nodero’s team engaged in various projects. Skilled experts like our Digital Solutions / Business Analysts who in 2023 managed the requirements gathering and product selection process for Project Portfolio Management (Service Now), as well as the implementation of ServiceNow in the Call Centre / Service Delivery team. We play well with others and our team worked seamlessly with other vendors, representing the needs of the Palmerston North City Council, to get the best outcome for the project.
